In the annex: designations, closed cases, internal KC reviews, civil lawsuits, EEOC charges that have not been confirmed as an agency investigation, congressional letters that never became a probe, and NGO/media allegations.
Sealed FBI and CPS cases do not appear here. If it is not on a public docket, it is not listed. Wikipedia is a map. Reddit is argument.
How to read a “government file”
| Instrument | What it is | What it is not |
|---|---|---|
| Inspector general / police / statutory inquiry | Executive or regulator using legal powers | A conviction |
| Congressional investigation | Oversight, letters, subpoenas | An IRS or DOJ finding |
| IRS referral | Congress asking the tax agency to look | Proof the IRS opened an exam (those are usually confidential) |
| Designation / proscription | The investigation already ended in a listing | A live probe |
| Internal KC / union review | The organisation hired counsel | The state |
Part I — Currently open (United States)
1. USAID OIG — UNRWA staff and Gaza aid diversion
This is the largest open U.S. executive-branch terror-finance file on the public record.
The USAID Office of Inspector General is running “Operation Stop the Carousel”: a continuing investigation meant to stop people tied to Hamas and other designated groups from moving from UNRWA into other aid groups that still receive U.S. money. On 5 June 2026 OIG said it had referred 101 current or former UNRWA staff for suspension/debarment over participation in the 7 October 2023 attacks and/or affiliation with Hamas’s military wing, including school principals and teachers. — USAID OIG
Later 2026 reporting described the probe covering on the order of 1,500 current or former UNRWA-linked people and friction with U.N. investigators. That is journalism about an IG file, not a completed FTO designation of UNRWA itself. UNRWA denies systemic collusion with Hamas.
UNRWA staff unions (Gaza, Lebanon) have been named in watchdog work over Hamas-linked officers. They are not themselves the named target of a published U.S. material-support indictment.
Wikipedia index: UNRWA. Reddit argument: r/worldnews on UN Watch / UNRWA.
2. EEOC — National Education Association (antisemitism, not terror finance)
Do not confuse the U.S. NEA with the U.K. NEU.
In May 2026 the Louis D. Brandeis Center filed an EEOC charge alleging the NEA fostered a hostile environment for Jewish members. In June 2026 the Center said the EEOC had opened an investigation. That is a federal civil-rights file under Title VII, not a material-support case. The NEA denies institutional antisemitism. — Brandeis Center; K-12 Dive
Reddit: r/jewishpolitics on the NEA probe.
3. Education Department OCR — schools and universities (not SJP, JVP, or unions as defendants)
OCR’s Title VI docket is large and open, but the respondents are districts and colleges (for example NYC DOE; Cherry Creek; complaints involving Berkeley and other K-12 systems). Activist groups and unions may be mentioned in complaints. They are usually not the legal target. Treat this as an education-civil-rights docket, not a terror-finance list. — ED OCR
4. House Ways and Means — tax-exempt status (open congressional file; IRS status usually unknown)
Chairman Jason Smith’s committee has an ongoing investigation of 501(c) groups and keeps referring names to the IRS. A referral is a government act. It is not a public IRS determination.
Live or recent referrals on this beat:
- Middle East Children’s Alliance (MECA) — 28 September 2026 letter asking the IRS to examine and possibly revoke exemption, citing alleged PFLP ties and opaque overseas grants. MECA disputes this. — Ways and Means
- Islamic Relief USA / Islamic Relief Worldwide — committee investigation plus IRS referrals. In March 2026 Ways and Means said IRUSA had moved to cut ties with IRW and sued in New York, citing those referrals. IRW has long denied Hamas funding; the U.K. Charity Commission’s 2020 antisemitism case against IRW leadership is closed (annex). — Ways and Means
- CAIR-California — January 2026 Smith letter to Treasury/IRS referring CAIR-CA. CAIR is not a U.S. FTO; Texas’s 2025 state designation is a completed political/legal act, not this IRS file. — Ways and Means letter
- October 2025 follow-up asking IRS to prioritize organisations already referred in the 118th Congress, including groups Smith has tied to Hamas networks and campus unrest (AMP / AJP Educational Foundation among those previously named). Whether IRS opened exams is not public. — Ways and Means, 6 Oct 2025
5. House Education and Workforce — unions and professional bodies (antisemitism)
On 21 August 2025 Chairman Tim Walberg wrote that the committee “is investigating antisemitism at the National Education Association.” That is an open congressional file: documents, not a prosecutor. — Committee
The same committee opened a parallel antisemitism investigation of the American Psychological Association (letter 10 December 2025). APA says it is responding. A separate August 2025 letter examined allegations involving senior officers of the American Federation of Teachers; AFT answered that it fights antisemitism in schools. Treat AFT as congressional examination, not the same public “we are investigating the union” posture as NEA.
Status change — AMP / Virginia AG (no longer listed as open)
American Muslims for Palestine was, under Attorney General Jason Miyares, a state civil investigation (opened October 2024; document-enforcement fight in 2025). After Jay Jones became AG in January 2026, AMP announced on 29 September 2026 that Virginia had ended the investigation and related litigation. I have not found a matching OAG press release. AMP still faces the Boim civil successor-liability case (annex), and it remains in the Ways and Means referral stream. It does not currently sit in Part I as a confirmed open AG file. — AMP statement
Part I — Currently open (United Kingdom)
1. Charity Commission statutory inquiry — Al-Khair Foundation
This is the clean U.K. analogue of a live regulator terror-finance file.
On 5 August 2026 the Charity Commission opened a section 46 statutory inquiry into Al-Khair Foundation after a complaint that the charity and partners had Hamas connections and had funded the group. The Commission restricted certain transactions (including Gaza transfers without prior consent). It is examining links to Mohammad Yousef Hasna, employed by a Gaza partner, arrested in the U.K. and charged by U.S. authorities with conspiring to support Hamas. The Commission cannot try crimes; those go to police. Al-Khair denies Hamas links. — GOV.UK
Charity-sector reporting said counter-terror police had already searched in connection with the same allegations. That, if accurate, is a second open U.K. government file on the same charity. — Third Sector
2. Charity Commission regulatory case — Médecins Sans Frontières (UK)
The Commission opened a regulatory compliance case into MSF UK after a UK Lawyers for Israel dossier alleging Gaza staff ties to designated groups. A regulatory case is below a statutory inquiry. It is still a government file. It is not a finding. MSF denies the allegations. — Jerusalem Post; Jewish News
What is not an open U.K. government file
- National Education Union — Karon Monaghan KC review is internal, paid for by the union (annex).
- NUS — Rebecca Tuck KC report (Jan 2023) is finished; government disengagement was a political consequence, not a live EHRC inquiry.
- Labour Party — EHRC report 2020 is closed.
- No current EHRC investigation of NEU, UCU, Unite, UNISON, GMB, PCS, or NASUWT turned up on the public record used here.
- Palestine Action is proscribed — listing complete, not “under investigation.”
- Islamic Relief U.K. 2020 Commission case: closed.
- Interpal: U.S. designated; U.K. inquiries closed without a Hamas finding under U.K. law.
Annex A — Designations (the investigation already ended)
These do not belong in Part I.
United States / Canada / allies
- Holy Land Foundation — convicted 2008; >$12 million to Hamas. — DOJ
- Samidoun — U.S. Treasury + Canada, Oct 2024, PFLP “sham charity.” — Treasury
- Addameer, Al Weam, Filistin Vakfı, El Baraka — OFAC, June 2025.
- Israel’s Oct 2021 six (Al-Haq, Addameer, DCI-P, UAWC, Bisan, UPWC) — Israeli listings; only some later drew OFAC action.
- Texas designation of CAIR and the Muslim Brotherhood (Nov 2025) — state law, not a federal FTO.
United Kingdom
- Palestine Action — Terrorism Act proscription (Court of Appeal, June 2026, upheld the violence-as-terrorism finding per NGO Monitor). Reddit fight: r/ukpolitics.
Annex B — Civil cases, internal inquiries, watchdog (not open government files)
| Body | What it actually is |
|---|---|
| NEU (U.K.) | Internal Monaghan KC review of “hostile environment” / “institutional antisemitism” claims; union says it is not solely about antisemitism. 2023 JC reporting on GUPT financial/political ties is journalism. — Jewish Chronicle |
| UCU | Fraser tribunal lost (2013); political fight continues |
| UTLA, UAW 4811 | Member lawsuits, not DOJ |
| AMP / Boim | Private civil successor-liability suit |
| SJP, JVP, PSC, USCPR | Watchdog descriptions of campus/protest antisemitism; Title VI names schools |
| GUPT–NEA/NEU | FDD / JC reporting on a Palestinian teachers’ union whose leader praised designated groups — not a completed material-support case. — FDD |
| CUPE Ontario | Canadian human-rights complaint, not U.S./U.K. |

Bottom line
If you only want open government paper:
U.S. executive: USAID OIG on UNRWA; EEOC on the NEA; OCR Title VI on schools.
U.S. Congress: Ways and Means (MECA, Islamic Relief USA/IRW, CAIR-CA, older AMP/AJP referrals); Education and Workforce (NEA, APA; AFT officers examined).
U.K.: Al-Khair statutory inquiry (and reported counter-terror police); MSF UK regulatory case.
The NEU belongs in the annex until EHRC, the Charity Commission, or police open a file. Samidoun, Palestine Action, HLF, and Texas/CAIR are listings or history, not live investigations. IRS silence is not innocence and not guilt — it is non-public.
That is the honest census. It is shorter than a dump of every accused NGO, and it is the only list that will still make sense when the next designation drops.
